ROM (Registry of Marriages) is where your civil marriage becomes legally recognised in Singapore. Some couples treat it as a simple formality. Others choose to make the ceremony intimate, bringing in décor, loved ones, and personal touches.

As a Singapore wedding planner, I often see couples who are unsure about the process, deadlines, and how to make the ROM feel special. This guide helps you understand what’s required and how to turn it into a meaningful milestone.

Here are the core legal conditions to be legally married in Singapore:

  • Age Requirement: Both parties must be at least 21. Parental or guardian consent is required if aged 18–20. Those below 18 need a Special Marriage License.
  • Monogamy: Singapore law recognises only monogamous marriages, meaning neither party can be currently married.
  • Prohibited Relationships: Parties must not be closely related by blood or adoption.
  • Residency / Presence: For mixed-nationality couples, one party must have been in Singapore continuously for a period (e.g. 31 days) before filing. 

No Pre-Residence Requirement for Citizens / PRs: Singapore citizens or permanent residents can file without needing to first live in Singapore.

Here is the full legal flow every couple must follow in Singapore, whether you’re a Singapore citizen, a permanent resident, or a foreigner tying the knot in Singapore, with planner tips to make it smoother. For full details on the process, visit the OMJ portal.

1) Decide Your Solemnisation Date, Time & Venue

  • Choose your date, time, and venue (ROM office or external location).
  • Engage a licensed solemniser (if outside ROM).
  • Provide two witnesses (aged 21 or older).
  • Planner tip: Book prime dates early, contract weekends or numerals (e.g. 08/08) tends to get snapped up fast.

2) Submit Marriage Application

  • Where: Submit your Marriage Application online via the ROM portal with Singpass.
  • When: Give at least 21 days’ notice. You can now submit your application up to 6 months before your solemnisation date. 
  • Fee Payment: S$42 for couples if at least one party is a Singapore Citizen or PR, S$380 for couples if both are foreigners. 
  • Planner tip: Submit near the earliest possible window to preserve flexibility.

3) Verification & Statutory Declaration (VD/SD)

  • Where: ROM’s interim site at Level 3, Esplanade Mall in 2026. ROM moved from 7 Canning Rise during redevelopment. 
  • How: Many couples can complete online verification and declaration. If you are not eligible, ROM will schedule an in-person or video-link appointment. 
  • What to bring:
    • Identification (NRIC for Singapore Citizens/PRs, Passport for Foreigners).
    • Proof of termination of previous marriages (if applicable).
    • Parental/Guardian consent for individuals under 21.
    • Any supporting documents if applicable, such as deed poll, final divorce papers, or death certificate of a former spouse
  • Planner tip: Originals are best. Upload scans early if permitted, keeps delays minimal.

4) Secure Your Solemniser & Venue

  • Two options for your solemnisation venue:
    • At ROM for a simple ceremony, or
    • At an external venue with a licensed solemniser (Justice of the Peace or religious leader).
  • Confirming a solemniser: Use ROM’s directory to pick a licensed solemniser. 
  • If you solemnise outside of ROM, obtain and upload solemniser consent before the ceremony.
  • Planner tip: Reconfirm with your solemniser one week before the day.

5) Solemnisation Day

  • Bring: NRICs or passports for both partners and two witnesses aged 21 and above. 
  • What happens: Your solemniser checks IDs, takes your verbal consent, everyone signs, and your marriage is officially registered. The ceremony typically takes 15 to 30 minutes
  • Obtain marriage certification: A digital marriage certificate is issued post-solemnisation or you may print it out to use for signing keepsake copies. 
  • Planner tip: For external venues, set a clean signing table and ensure witness seating is ready. Do a final reminder call to your solemniser 3 days before. 

Special Situations You Should Know

  • Foreigners and residency: If either of you is not a Singapore Citizen or PR, at least one party must have been in Singapore for about 15 continuous days before filing the Notice of Marriage. Check ROM’s guidance and be ready to show proof of stay if asked. 
  • Current or former Work Permit holders: If a Work Permit holder is marrying a Singapore Citizen or PR, a Ministry of Manpower (MOM) approval is required before you marry, whether in Singapore or overseas. Apply online early.
